Village Hall Notes: Mayor Wants Citations Issued for Illegal Dumping

In an effort to address resident complaints, the village will seek guidance from the code committee to curtial dumping throughout the village and rectify a parking complaint between the library and its neighbors.

Mayor David Nyce said at a Monday night work session that he would turn to the code committee to help alleviate illegal dumping within the village. He said he wants the authority to investigate the garbage, find the culprits and issue citations.

Trustee George Hubbard said the three dumpsters by the Railroad Dock were overflowing earlier in the day.

Nyce said there were an “inordinate” number of bags by dumpsters throughout the village and even the trash cans downtown were constantly overflowing.  According to Nyce, village landlords are responsible for trash removal and if the tenants are issued tickets they can pass the tickets back to the landlords.

“There’s just too much trash in the village,” Nyce said.

Rental Permits Might Not Be Feasible For Some Properties

Greenport Village trustees agreed to send the issues of rental permits, parking at Floyd Memorial Library and illegal dumping to its code committee at its Monday evening work session.

Trustee David Murray questioned the board about the feasibility of rental permits after village residents complained to him about the condition of some rental properties within the village. Currently the village does not require permits for rental properties.

Citing the concern of overcrowding, Mayor David Nyce said it was a matter of going through the code and investigating what can be done to make a change to give building inspectors property access.

“Right now all we can do is make a phone call,” Murray said. “They cannot go in and make a physical inspection of the property.”

Nyce said a change to the existing code would give the village access to the property, but Trustee Mary Bess Phillips was concerned the village did not have the staff to deal with additional inspections.

The Mayor said municipalities often outsource inspections.

Library Parking Expansion

According to the mayor, as ’s programs have become more popular, parking at the library has caused friction between the library and its neighbors.

Despite the fact that the neighbors on North Street all have off-street parking, Phillips said the increased activity at the library has led to complaints from the neighbors. Phillips said during the Greenport library was up and running when other libraries were not, causing an influx of patrons from other areas, adding to neighbors complaints.

Nyce said his suggestion is to carry the angled parking through the south side of North Street and limit it to one-hour parking. 

“We would like to make it less of a burden on people who live in the area,” Nyce said.

The board agreed to put together a proposal at the next code committee meeting and set a public hearing at the next meeting of the board.
