11:50 a.m. - New York State Governor Andrew Cuomo has declared a state of emergency for Long Island and New York as the storm continues to sock the region.

The weather may turn to rain and sleet for much of the area but is expected to turn back to snow tonight, he said. "Each storm has its curve ball and in this storm, it's the duration," Cuomo said. Up to 16 inches of snow could fall on parts of New York State, with 10 in New York and six to eight inches across most of Long Island. No roads have been closed yet in New York State but the situation will be watched closely as conditions continue.

The winter storm budget statewide has exceeded expectations but there have been no shortages of salt, he said.

"The new, different and most frightening part of my job is the number of storms we have faced, the number of emergencies, and the potential for damage and loss of life," Cuomo said. "These storms are more frequent and more ferocious. Any one of them could generate a loss of life, and I take it very seriously."
