Actually the CPF fund is a State Law which gives the 5 participating towns broad use guidelines forRead More preservation. Not only can the funds be used for the purchase of development rights, they can also be used for the outright purchase of lands. A small amount of the revenue collected can also be used towards the stewardship of the lands and of the administrative costs/management costs of the preservation program. For example, a land preservation officer could have their salary paid for by the CPF fund. A DPW staff cannot. Only the work done on CPF land and material bought specifically for CPF land can be "charged" back to the CPF fund. I believe my old home town took that allowance and expanded it to pay every bill under the sun and to buy some pretty outlandish properties (under the historic preservation language). Of course, it seems that they went too far when they found themselves the subject of a criminal probe.
